1) 1. How did the Spellplague affect the Empire of Shade and Shadow Weave users?

By the Year of the Ageless One, the characters and creatures that would have been using the Shadow Weave in 3e are most likely using the Shadow power source in 4e. For my own part, I'm inclined to view that as an "improvement in our understanding," as opposed to a specific event that transpires. In other words, I think it's easiest to assume Shadow Weave = Shadow power source, and play it as it lies. If that's the case, then their supernatural powers would not have been specifically affected by Mystra's demise (although there certainly would have been plenty of chaos and dangerous wild magic bouncing around to keep them busy).2) 2. Are there gonna be lot of Racial Powers/Racial Feats unique to FR 4th Ed, for example Elf feats unique to Star Elves or Avariel.

A lot? I wouldn't say a lot. But there will be a small number of feats keyed to specific subraces.3) This is more of a question for Regular rules than FR but Are there Paragon Paths that all classes can take, like "Prerequisite: Fighter class or Warlord class" ? Or is there always only 1 class that can take it without the use of multiclassing ?

Paragon path requirements will vary a bit. The PH paths are tied to specific classes (although you can get around that with multiclassing), but other paths aren't tied so tightly.4) Rich, I am playing a wizard (dwarf) in my 1st 4e game and will their be a multiclass feat to allow me to dip into Swordmage? If so what are the abilities that a Swordmage will need to be competent? I am looking to play a mercish, swashbuckling wizard and I think the Swormage stuff would fit well for my PC. I just want to know if I should balance out my dex and str or go right with the str.

Yes, I believe so. Swordmages like Int and Str just fine, so you should be ok.5) Rich, in 4E FR will clerics/paladins of specific deities have powers (prayers) and/or feats uniquely available to that faith?
R: Sort of. The cleric and paladin have the ability to channel divine power. All clerics learn to use this to turn undead. Clerics who want to spend a feat on it can pick up a deity-specific use for this ability, which often amounts to a deity-specific power.
There are a couple of the FR specialty priests available as paragon paths (catching Stigger's question now), and those naturally have deity-specific powers. We don't have one for each of the deities in the pantheon, just a few of the more active and popular ones.Fontes:
